He was born in 1969 in Baku.
In 1994, he graduated with a bachelor's degree from the Faculty of Law of Baku State University, and in 2009, as a second higher education, he graduated from Azerbaijan State University of Economics, specializing in international economic relations.
He started his first job in 1993 at "Agrar Industrial Bank", in 1999-2001 he was the head of the aviation risks department at "Azal Insurance", in 2003-2007 he was a legal consultant at "Khazar Consulting Agency", in 2007-2010 Director of the Insurance Payments Department at MBASK Insurance Company, Member of the Board of Management at AXA MBASK Insurance Company in 2010-2019, Head of Corporate Management and Quality Control Department at Mega Insurance Company in 2020, 2020-2022 worked as the head of the Analytics Department at the Compulsory Insurance Bureau.
On January 5, 2021, he was appointed to the position of Advisor to the Chairman of the Board of Directors of the State Insurance Commercial Company of the Republic of Azerbaijan.
