He was born in 1958 in Baku. In 1975, he entered the Finance and Credit Faculty of the Azerbaijan Institute of National Economy and graduated in 1979. In the same year, he was sent to the Ministry of Finance of the Republic of Azerbaijan by state appointment.
By appointment, he was appointed as a specialist in the insurance information automation department at the State Insurance General Inspectorate of the Republic of Azerbaijan under the Ministry of Finance. Since 1981, he worked as a leading specialist in the accounting department of the General Administration. Since 1986, he has been appointed to the position of deputy chief accountant in that department, and since 1995, he has been appointed to the position of chief accountant of the State Insurance Commercial Company of the Republic of Azerbaijan. To this day, he works as the director of the Financial Management Department of the State Insurance Commercial Company of the Republic of Azerbaijan.
